What are they?
I did an upgrade install of Vista over XP.

C:\ $INPLACE.~TR and C:\$WINDOWS.~Q?
What are they?
These are temporary files Windows Setup uses while upgrading from a previous version of windows. The installer is supposed to remove these files when setup completes.
They can be deleted safely. :)
